Cabinet NG Integrates Electronic Document Management With Videophone Hearings

Cabinet NG (CNG), provider of document management and workflow software, recently announced that Limestone County, Alabama is using CNG's document management software to enable a unique Video Hearing application. By processing new jail inmates through CNG's Secure Access Filing Environment (CNG-SAFE), all the necessary legal forms and other court paperwork is instantly available during the video hearing process. Limestone County can now get the most out of local government resources in a time of fiscal restraint and challenging economic conditions by streamlining the preliminary hearing process while protecting a defendant's constitutional right to participate in the legal process.

David Seibert, Limestone County's Commission Chairman, said, "We are committed to putting into place technology that allows us to better serve Limestone County citizens. Enabling electronic preliminary hearings by integrating document management with videophones eliminates the manpower, transportation and time needed for trips between the Limestone County Jail and the courthouse."

Added Mike Blakely, Limestone County Sheriff, "There are public safety benefits to conducting preliminary hearings without transporting inmates, and we can process more inmates through the system this way, saving the county time and money."

Initially deployed for preliminary hearings between the Limestone County, AL 39th Judicial Court and the Limestone County Sheriff's Office, this Video Hearing solution is a unique integration of electronic document management and Videophone technologies that can be applied in a number of environments. For example, any face to face process requiring the processing of documents can be liberated from the physical constraints of appearing in person.

County officials also stress CNG-SAFE's unique ability to integrate with other technologies and processes an organization already has in place proved crucial to making Limestone County's Video Hearing application a reality. Noted David Freeman, the county's Information Technology Director, "The videophone hearings use CNG-SAFE to ensure documents are properly routed between the Sheriff's Office and the Courthouse – the judge electronically signs case documents. Then these documents, along with questions and recorded responses, are sent to the inmate's legal file. We use a Cisco IP videophone to conduct the "face to face" preliminary hearing; other hardware includes a server to store the digital files along with a laptop, printer and signature pad. Limestone County will save a significant amount of taxpayer money with this Video Hearing application while providing better, safer services to its citizens."

Limestone County officials were pleased to discover how easily and effectively the CNG-SAFE document management platform integrated disparate technologies to create a customized application with a definable ROI. They emphasized that "Limestone County is completely satisfied with the contribution CNG made towards this project and its commitment to making local government better."

"CNG is pleased to help Limestone County save money and improve constituent services, especially when local governments are facing harsh economic realities," said Abe Niedzwiecki, VP of Technology, CNG. "We are committed to continuously delivering the best technology solutions with exemplary ROI, especially with applications that leverage CNG-SAFE's ability to integrate with complementary technologies and create compelling value for the organization."
