e-Michigan Office Renovates State's Online Presence To Enable Effective E-Government

Created in April 2000 by the Executive Order of Governor John Engler, the e-Michigan office was launched with an initial two-year charter to overhaul the State of Michigan's online presence. The e-Michigan office was directed to employ innovative technology to increase access to state services and information for citizens, businesses and state employees, thereby improving the state government's responsiveness and effectiveness in serving its customers. e-Michigan has coordinated the efforts of vendors and service providers, and worked with other state agencies to bring them into a new, integrated e-government portal. Since the launch of Michigan.gov in July 2001, the portal has already become one of the top-ranked state government sites in the country.
As a state government Web site, the primary focus of Michigan.gov is to bring state services and information to citizens throughout Michigan. More than 70 interactive features were available upon the initial launch of Michigan.gov, including licensing and permit services; license plate renewal; birth, death, marriage and divorce certification; a reservation service for lodging, camping and harbor accommodations; and even an auction site for state surplus goods. State services are grouped into thematic areas, allowing citizens to find the service they are looking for without knowing the formal names of state agencies. The site personalizes content according to user group, so the user gets relevant and useful information. Also, to make the site accessible for all citizens, the entire site is compliant with the Americans with Disabilities Act (ADA).
The same decree that created the e-Michigan Office laid out the Governor's vision for the new state portal. Governor Engler's vision was to bring Michigan's existing site, www.state.mi.us, to the forefront of the e-government movement. He outlined a single state-of- Michigan portal, designed to make it easier and more efficient for customers – citizens, businesses and other government agencies – to access and use state government information and services online. IBM Global Services (IGS) recommended Vignette software, running on top of an IBM architecture.
